Theoretically yes, that would be true. However, because COD is on a 3 year, 3 dev development cycle, it means that a different developer makes the new COD every year. And it’s a pretty common sentiment in the COD community that Infinity Ward and Sledgehammer, 2 of the developers, produce pretty mediocre COD games with abominations like Advanced Warfare and Infinite Warfare. Treyarch, the developer who made the COD this year, is a far more consistent game studio. The games are solid and this new Black Ops 4 has received a lot of praise, being very well liked by the people who play. So, you are in part right, that COD suffers from it’s yearly releases, but I believe that has more to do with it’s brand being tarnished each time Infinity Ward or Sledgehammer releases a game. If the development reins were to stay with Treyarch and be released on their same schedule of every 3 years, the brand of COD would fare far better.
